Oakley Hubbard

Oakley Hubbard is a vigilante that resides in the penthouse of The High Tower. He has a number of long rifles, including a recoil-less rifle and intends to open fire on the next bad person he sees. He is quite disturbed, so exactly what strikes him as “bad” is open to a very wide interpretation.
